Pesterchum is a messaging program that uses the IRC protocol, however unlike most IRC clients, it is designed like an instant messenger such as AIM, rather than being channel focused. It is also quite easy to make skins for it to make it look however you like. It's apparently based on a Web comic called "Homestuck", which is what most of the default skins it comes with are themed around. On this page you will find a couple of Touhou Project themed skins I made for it. I don't currently have plans to make any more, but it could happen.

It should be noted that these skins are meant for Pesterchum 1.20 (mirror); this is the last version that runs on Windows XP, therefore I am unable to test on any later versions.
